A utility that will enable the mouse wheel in Windows Explorer?

This is an image of what I want to enable in Windows Explorer, it is a feature in web browsers and some other programs but it doesn't seem to be available in Windows Explorer. I am wondering if there's a utility that will let you use this when pressing the mouse wheel.

Yes I did and all of the results were about the actual wheel of the mouse not working, nothing about that things which pops up in Firefox.

I did but it does nothing, is this a problem or have I got something disabled? I don't see anything about it in mouse settings.

Curious. I couldn't find anything in Windows or IE settings, either. One possibility is your mouse has its own driver and you have change your settings there. The other possibility is your wheel click is broken. An easy way to check that is to open a new tab in IE and try to wheel click on it. If the wheel click is working, that will delete the tab.

Mine doesn`t work in explorer, I don`t think it`s supposed to. But I don`t need it to anyway.

I thought it was only used for web pages or programs that need a lot of scrolling.

That function is not inherent to the mouse wheel, but actually each program decides what to do when clicking or scrolling it. It's customary (but certainly not mandatory) for web browsers to implement it in that way, but other kind of programs don't have to follow that "standard". It's not something that can be disabled per program.
The only chance I can think of is to find an explorer extension that provides that, if such a thing happens to exist. No idea of anything really.

The mouse wheel button auto-scroll feature also works in Word (2003, 2007 & 2010 at least).

The indicator looks different to the indicator in FF.
