Boot up flashing

Sorry for the awful focus but you'll get the idea:

From boot up to the Windows login screen, the screen constantly flashes, once i log onto windows, everything is fine, no flashing, no broken image on screen, games run perfectly fine, no crashes or anything.

Why is this happening?

Its been going on for about 6 months now

I don't know how a BIOS outputs to a display but windows uses standard vga drivers until real drivers kick in, maybe they got corrupt somehow? I am not sure how to check it, is it the VgaSave under Non-Plug and Play Drivers, when you unhide devices in Device Manager?

Also, another thing that comes to mind is your monitor got corrupted somehow and have issues displaying correctly in lower resolutions, so try: the lower resolutions, say, 640x480 and others. See if it will reproduce in lower resolution.

Your video card will have more than one output port. You are most likely using the HDMI port.
You could try using the DisplayPort (or second HDMI if equipped) or one of the DVI ports to see if the problem persists. You may need to buy or borrow a cable to do this. It also depends on what input ports your monitor has.
You could also try a different HDMI cable.

After that test, if needed, you could try another monitor on your PC.
