battery life and volume control not appearing on menu bar

Hi. I'm at a lost here and I thought maybe you guys could help. The battery icon and volume control that appear at the bottom right does not appear.
To make matters worse, I go into the icon options and am unable to switch them on

here it tells me they're already on so I'm unsure what to do here. Plus it doesn't show their icons.

Normally when this happens I just shut it down or restart and it's back to normal but it's not happening this time. How can I fix this or at least find another way to see my battery life and volume control? Can anyone help?

As I waited for an answer I started worrying it could've been some malware my scanners couldn't pick up so I ended up doing a system restore to fix this. But I will keep your instructions on hand in case this happens again. Thank You. But I'm unsure I understand step one. I never heard of a local group policy editor.

Dragonrider1227, if you are running Home Premium, you do not have the Group Policy Editor. That is in Pro and Enterprise versions.
