I have Windows Firewall turned off because i have Comodo Firewall installed but every time when i start Windows i get this message about Winamp player: 'windows firewall has blocked some features of this program', and i have to click 'Allow Access' button. Why is this happening when the firewall is turned off?

It is the setting you may not done properly.
The Windows Firewall is still very much active and was not turn off.

Window Firewall is by standard as always ON.
If you have other, such as me on have Panda Internet Security, i let Windows Firewall to know that i have my own firewall.
But most of the time, my Panda will inform windows firewall to turn off.
In this way, the Windows Firewall would not be turn on.
If you do not inform on that you use your own, Windows Firewall will still available.

Just visit the Window Firewall at security, and indicate you have your own firewall.
In the way, Windows Firewall would be turn off.

Where exactly are these settings? I found the problem is actually that the Windows firewall is turning on by itself on every computer restart.

See if this tutorial helps:
http://www.sevenforums.com/tutorials/522-windows-firewall-turn-off.html

If that doesn't fix it, try changing the Windows Firewall service from Automatic Startup to Manual (or Disabled).

I would think installing Comodo Firewall would turn off Windows firewall.
Have you looked on the Comodo forum/support for info about this ?
