A working HDD with Windows 7 only can work in the original computer using this HDD.

Even if you use the same Windows 7 to install to another computer, it will not work due to license is for the original computer.

It works in the beginning as it was not yet activated.

Once you use, the Windows 7 will get activated, hence it failed.
Failed is due to this Windows 7 is for the original computer that was activated.

To transfer the Win 7 to another computer, i am not sure;
Just wait for someone who able to guide you, if any.

Sounds like you might have to reinstall Windows 7 fresh on that drive, Eric's right, it will only run on the system you installed it for in the first place. Different hardware will usually cause it to fail to boot (AND it won't be activated if it does boot). Just install Windows 7 fresh on the system you are building.

I finally have an Intel machine that has more than 8GB of Ram.
My ASUS M2N-SE AMD Windows 7 machine is back to Windows 7. Replaced the AMD 4400+ CPU and maxed out the RAM (4GB).
My Core Duo machine is only 2GB of Ram and it is locked to Windows XP in order to run Pro Tools 6.4, which I have been using since 2004.
I have one other Dell OptiPlex 980 tower, Identical to this one,
Here is what Microsoft states on moving operating system and activating them.

Windows License Types Explained

The term "retail" used in licensing has nothing to do with how the user purchases Windows, however, but refers to certain rights granted by retail licenses. A retail license may be transferred to another computer so long as the number of computers licensed does not exceed the licensing limit. In most cases, the limit is one.

You could call Microsoft and ask if they will transfer the license for you, but good luck with that. You'll probably have to buy another retail copy.
