In Windows 7 even if you have auto-arrange turned off, it "turns on" again when you select "Group by type" in a folder. You can put folders in the order you want when it's turned on. Is there any registry edit to disable auto-arrange when "Group by type" is checked?

That's because group by item type is an auto arrangement.

Yeah but I'm asking if I can move things around and have them stay there within the categories they are placed in with, say, a registry edit.

That would go against the purpose of auto arrangement. You either want Windows to handle placement of your icons or you want to do it manually.
