Time was ALWAYS 2 minutes slow when internet time sync set to ON

I put up with this for years.
I decided to turn off the synchronize time setting, manually set the clock, and now it is consistently about right now.

So why was sync time always slow? It never worked except to delay the time consistently perfectly 2 minutes slow.

The time setting was a constant problem since I record shows using WMC and even with bumping up the WMC setting to start early, it never was right, always dropping a couple of minutes from the front of the recording and picking up at the end a couple minutes of the next show.

I had upgraded the PC to win10 when it was free, but since WMC is not in win 10, I dual boot and always use win 7.
So far nothing better for TV shows exists than WMC.

Shows two in a list. I don't see how the first one would help, just turns it off?

Trying the second one kb914387 says when run does not apply to this computer.
That is from 2009 so it is too old long since then this os had lots of updates applied, but I also did not see it in the list.

I am using win 7 64 bit ultimate.

The time is still a few seconds behind the real time, so my turning off internet time sync has improved things a lot.

I did and it seems some people were helped and lots were not.
Lots of other ideas, but I am not impressed, nothing like sitting here for hours trying oddball ideas of other folks.
I have been done that road before. I prefer something definitive. And I dont want to do something that makes the problem worse or makes new problems. I have tried 2 kb updates now and both have said they are not applicable to this computer.

Being off a few seconds I can tolerate, better than it was being off 2 minutes.
