"Personalizing Settings (Not Responding)" window with black desktop wallpaper after recent windows update, how to fix?

It would appear, as I was trying to upload something to youtube and leave the computer overnight, windows update decided:

"Oh hey, the user is not using the computer, I should restart his computer so I can install the updates I've been eagerly waiting on! He won't notice a thing..."

Except one, I was still actually using the computer to upload a large video file to youtube and just idling wasting power, you dope; but thanks to my dino net I need to leave the computer overnight or two for it go through, and two, your update now broke my computer, good job! :mad2:

Now if windows update manifested into a person to greet me as I wake up to a black screen with one window on the top left stating "Personalizing Settings (Not Responding)" after remembering what I was doing last night was uploading a video to youtube and left it on like that for that purposes, I would very much like to punch him...hahahaha

I think I might disable automatic updates....thank god I'm on windows 7 and not windows 10 where you can't disable automatic updates.....and they say "Upgrade to windows 10, and you'll have a better experience, I promise!!" Yeah right...but that's a story for another time as I wanna try and keep this post short and to the point. ☺

...anyways, I can get into safe mode no problem, but I want to use normal mode, not safe mode...

EDIT: I've also already tried the answer fix here: Personalized settings (not responding) after installing - Microsoft Community which doesn't work for me.....so I guess that only works on windows 10 and not windows 7....

Unfortunately the tool doesn't work properly in Safe boot, it has to be run in normal mode.
What error message do you get in normal mode

run this as well if you cant get into normal mode

oh, well I could only get into safe mode....I tried again back into normal mode and now it's stuck at "Welcome" with the loading cursor.....

I ran that command 10 times as suggested as it may not find anything wrong on the first run. After 10 runs, it still did not find anything. Since I am unable to boot into normal mode none of the other options work either as I would get this error as shown in the attachment.

Booting into sfc scan mode doesn't work too as explained in previous posts above.

BUT "Loading Last Known Good Configuration" worked!

I have changed windows updates to now download updates but let me choose when to install them rather than automatically update at 3am.......
