View VGA output from one computer on another computer in Windows?

Hi all,

Is there a solution that would enable viewing a VGA video output from one computer (Call it computer A) on another computer (B) in computer B's Windows 7? Using software such as OBS, VLC, etc.)

I believe Startech have a solution, but it is heinously expensive and would require the use of a VGA to DVI adapter.

I have considered TV Capture Cards as a potential solution but again these would require the use of a video adapter which would prefer not to have to need.

Requirements:
One requirement would be that it must not require installing any software / firmware etc. to be present on computer A such as Teamviewer etc. This is because I want to see absolutely everything that computer A is outputting from startup splash screen, to BIOS, and needing to install software / firmware on computer A would be extremely inconvenient for several reasons.
In addition, I am not looking for a USB based solution (For example Amazon.com) The solution must be kept internal, i.e. PCI etc.

Bonuses:


Not needing to use a video adapter (VGA to HDMI, VGA to DVI etc. etc.)

I do not need to be able to capture said video, only view it, but would not mind the ability in case of future need for such.

Don't put too much faith in the reviews. Lots are fake.

Seems like the the cheaper versions I looked at were Winblows 10 only.

This is the standard and it looks like Chromecast is the more popular now because Google and crap...

I am afraid I do not understand what you are suggesting - I am not after a HDMI solution, but even then, I am not sure how wireless video transmission in principle is in anyway related to what I am looking for. Apologies if the OP is not clear and has caused this, if so, please let me know and I will try to rephrase accordingly.
