What do you see when you hover the mouse over the folder in question on your desktop? Can you post a screenshot of your desktop showing that folder?

but i know its not the folder..
How do you know? Sorry but it's no good just saying that you know it's not the folder when as it is transparent it indicates that it is indeed a problem with the folder IMHO. Try this:
Click Start, then in the search box type "folders" then click on "Show hidden files and folders". See what that does.
If this fails try downloading the original files that you want to a new folder. This time give the folder a proper name, don't just leave it as "New Folder". Also put the folder in a different folder to the desktop. Try going to "Downloads" which is a bit more logical!
I did ask before what appears when you hover your mouse over the folder on the desktop but can't see your reply. Also I can't see your reply to my request for the URL where you downloaded the original files. I know it is frustrating but it is equally so for those trying to help when you don't answer fully the previous points put to you.

OK We now seem to be getting somewhere. I presume you are downloading a computer game or comic book. Although you haven't replied when I asked for the URL from where you downloaded from I think I have found it. I think I am right in saying your problem is NOT with Windows 7. The JAC site that I found said " not to upload to sites that require a premium account to view or download".
I would suggest you go back to the site where you downloaded the files from and take it up with them. It looks like you need a licence to download, do you have one?
Also there are a number of suggestions I have made to you ie. "Click Start, then in the search box type "folders" then click on "Show hidden files and folders". See what that does.
If this fails try downloading the original files that you want to a new folder. This time give the folder a proper name, don't just leave it as "New Folder". Also put the folder in a different folder to the desktop. Try going to "Downloads" which is a bit more logical!"
That you do not seem to have looked at.
Not much point in me spending time trying to help if you can't be bothered to read the replies properly and at least trying the suggestions!

I know, but I thought it obvious that if file and folder behavior is not working in once user, try another.

Shame he formatted.

How about deleting that user and setting it up again. Have all your users got the same permissions ie all Admin?

Rather than deleting the current user, as he may have files he wants to save, do the following:

  • Goto Control Panel into User Accounts.
  • Create a User Account that has Administrator privileges.
  • Once you have done that, goto Start, Logoff.
  • Once logged out, select the new user and login and see if you problems persist. If they don't, your answer is that you have a corrupt user profile.
All you would have to do then is copy your info from the other user folder to the new one, dump the old one, have a pizza and kick back!
