Okay, I've been having this issue for a while now.
With W7 64-bit, everything loads fine. I went to go play the game I helped beta test since june (League of Legends) and it tells me: sorry your GFX card doesnt have shader 2.0.
So I'm like, okay wtf, I know my brand new dual 9800GTX+ cards have v 4.0 shader.
So i check my GFX settings, VGASAVE is running on "Default Monitor"
So i go through the usual rigamarol (sp?) because I figured w7 64-bit just gave me crap drivers through Win Update.
Uninstalled the drivers, deleted all driver data from registry and left over folder, manually and using driver cleaner.
Then i get to the down and dirty in safe mode, and install the newest NVIDIA drivers. I reboot back into safe mode just to make sure everything looks good.
So far so good, it see's my vid cards in device manager. Then i boot back in 7, regularly.
Well, here we go again, shows my advanced vid properties as VGASAVE on DEFAULT MONITOR.
So I do a bunch of googling, get fed up, after many many many hours of not finding crap for a solid solution.
I reformat and install XP, same issue with VGA save, it see's my cards in device mgr, now heres the difference!
When i go through the driver circus again, after safe mode, I boot back into XP regularly, after installing said drivers in safe mode, i get a black screen after the XP load screen, then it kicks off to "NO SIGNAL".
Annnnny ideas? I'm getting s**t for help on the NVIDIA forums.

Core i3 2.93GHz (has integrated GFX on die, could this be the prob?)
