This is one of those weird things that's actually followed me around since the Windows 2000 days! I suspect back then the culprit was TweakUI, but since there isn't such a program for Win7 I don't know how it's returned once again.
Basically, if I tap the ALT key on a focused window (any type) it will become 'always on top'. Prior to Win7 it was CTRL that caused it.
Has anyone experienced such behaviour? I've done a ton of tweaking since migrating from XP over the last few months, but cannot narrow down the culprit.
