Windows can't figure out a router password doesn't match

I replaced my router and changed the password, and Windows 7 reported there was a network error, went through the troubleshooter (including restarting network services and the like), and said it couldn't find the problem. When I went into Properties on the wireless connection and updated the password, it connected fine.

Why can't Windows 7 detect something as easy as a password not matching?

Windows may not be able to tell the passwords dont match because the router might not be reporting it. this happens on older routers
