Please can someone tell me the most reliable way to upgrade my hard drive.
I have Norton Ghost 15
Would like to transfer my system onto a new hard drive and then just boot from that new drive, removing and destroying the old one.
How do I do this?

The Norton program will do that though I have no experience with Norton, it shouldn't be that hard to figure out; you will need another separate Hard Disk Drive (HDD) to store the image on. Just be sure to create the recovery disk first so that you will be able to boot to the recovery side to restore to the image later.
You can use step #7 in this tutorial to do wipe "clean all" of the old HDD to over-write any old data still left on it, then you could just throw it in the trash.

If I create an image on the new HDD and then remove my existing one, should the computer then just boot using the new drive? No need to reinstall everything?

No it doesn't work that way, the created image will have to be added to the new HDD using the Norton programs boot disk, that's why it (the disk) MUST be created.
I would not destroy the old HD. I would use it for backup or extra storage. Unless of course it is defective & dying
