When I start my Win7 system then automatically "Windows Defender" pops up a window telling me with a yellow bar that the"Service has stopped".

After a while (approx 2-3 minutes) without doing anything else and clicking NO button the bar turn into green color indicating that there is "no unwanted or harmful software detected".

Questions:

How do I suppress the Win Defender at all?

How do I suppress it in case that is yellow or green but allow it when viruses are found?

How do I disable WinDefender (=not only the window appearance but the full software) completely ?

Use one of the best anti virus around; Microsoft Security Essentials. It will stop Defender, automatically. Its engine includes Defender plus a good anti virus.
All you need for protection is Microsoft Security Essentials, The Windows Firewall, which you just turn on, as you have it already. Then Download and scan once a week with malwarebytes. Your problems are over.

I second this opinion.
