Are you accessing the Device Manager from Safe Mode as shown in the tutorial I posted in #12?

If so try uninstalling the Display driver in Device Manager to see if it will start with the Standard VGA driver until you can install the correct driver later - possibly in Compatibility Mode

Well it booted up the first time fine after I took it out of the other pc, then it installed some drivers and asked me to restart so I did and thats when I noticed it would go to black screen after the loading screen, so I actually access the full on safe mode. Yea I removed the video drivers that windows assigned downloaded the ati ones and pointed the updater to them, even having the original ones it didnt want to boot, I also tried booting in low res mode which had the same results.

You can try one of the suggestions given for trying to move Win7 HD or image to another machine, since it sounds what you did without preparing the HD or image first:

You can install Win7 to HD on another computer (with it's HD unplugged) then move it back to problem machine, boot Paragon Adaptive Restore CD to remove all drivers and prepare it to start on new hardware.

Or take an image of any Win7 install of your version with Acronis with Universal Restore, reimage to the HD and it will start up, change Product key at Computer>Properties or by running slmg -ipk (type Product Key)
