I know everything is new...but have you run MEMTEST on the RAM, one stick at a time.
Bad RAM (yes, even factory new in the box) can cause all kind of havoc on a Windows install.
Yes, if you burn Memtest86 to a bootable CD.

What if you try the New 500gb HD only as SATA1 drive & only one memory stick installed.

I installed the new hard drive USB drives unplugged from the MB
Hard on MB SATA port 1
ODD on MB SATA port 3
When I get to copying files on the Install OS screen ...20 seconds in ERROR

OKAY....
SO while in the install menu I hit shift / F10 to diskpart
When I hit clean all I get an error
Diskpart has encountered an error: the request could not be preformed because of a I/O device error
Download and burn to CD Seatools diagnostics/repair scan. Boot it to run an extended repair scan on the HD with all others unplugged. http://www.tacktech.com/display.cfm?ttid=287
Next open a Command Line on DVD to run Disk Check.
Try cleaning the HD again, create an NTFS Primary partition and mark Active to try install again.
You can also use free Partition Wizard bootable CD. First on Disk tab run HD Surface Scan, then Wipe the HD. Next partition the entire HD NTFS Primary with Win7 target partition marked Active, then rightclick each partition to Check File System. http://www.partitionwizard.com/download.html
