Greg , check the video. The usb stick made is proper because the bios detects it , there was a boot file missing on the usb therefore the bios did not recognize it before.

I'm not convinced that USB Hard disk listing is actually the bootable stick. Was it not a choice before you inserted the flash stick? Most times it will give the stick name to prove it acknowledges it.
Does the same thing happen when you try a DVD burned with the Windows 7 USB-DVD Download Tool using the latest official installer? Try it now.
Can you find any other bootable disk to see if it will boot - like XP or Vista - which could be used to launch 7?
You may need to try alternative writing/burning tools the best of which are ImgBurn and Universal USB Installer or UltraISO Software To Create Bootable USB Flash Drive.
Did you reset BIOS?
As a last resort you can boot free Partition Wizard which is Linux-based and will autostart on it's own, then wipe the HD which will in turn force a truly bootable Win7 installer to also autostart on its own.
You can rescue files using Paragon rescue disk which will also autostart on its own.

Create a System Repair Disc as per this tutorial: System Repair Disc - Create
Restore the Master Boot Record (MBR) as per this tutorial: MBR - Restore Windows 7 Master Boot Record
If you already have a Windows 7 DVD, you can use that instead of creating a repair disc.
Ok , i have done the following things.
- Bootable Windows 7 Disk , did not boot , got the same message Bootmgr missing
- Bootable partition wizard usb stick , used Minitool bootable media builder and then transferred the contents of the BOOTABLE CD offered by partitionwizard , i transferred the contents to the usb flash drive after making the flash drive bootable with Bootable media builder. Again same message
- Used another computer with windows 7 to make a system repair disk , everything went successfull in making the disk , but same problem when booting the disk i get bootmgr is missing.
Try resetting the BIOS to defaults now: Clear CMOS - 3 Ways to Clear the CMOS - Reset BIOS
Can you burn a PW CD with Windows Image Burner or ImgBurn? I've never heard of it not autostarting on its own.
What about another bootable CD or DVD? We need to know if it's your drive or the disk. If none, try writing the latest Win7 ISO to flash stick using download tool if you haven't yet.

Did reset the bios to setup defaults several times.
The windows recovery repair disk i made with another laptop should work shouldn't it?
Ok if we assume the disk drive is not working , then it should atleast boot from usb?
PW cd was written on a usb stick , i dont know if that was correctly done or not
Do you have skype or something? If you have then pm me your skype id , its easier and faster to type there (if you're not busy)
Tap F8 at boot. If you get the Boot Menu, select HD then tap F8 again to get the Advanced Boot Options. You are looking for Repair choice to run Startup Repair and other Troubleshooting Windows 7 Failure to Boot .
See if there is a newer BIOS version update on the Packard Bell Support Downloads webpage for your model.
As long as the system you made the Repair CD on is the same bit-rate version then it should work.
You can try writing the PW CD ISO to stick using Win2Flash.
I would also try burning a PW CD using ImgBurn at 4x speed.
I would also try to write the latest official installer iSO for your licensed version and bit rate to stick using Win7 Download tool.
