Reboot and look on the first screen for key to press to Enter BIOS Setup, make sure the Win7 HD is set first to boot.

on startup repair my error is MISSINGBOOTMANAGER
Did you browse in to see if you can see your files to know for sure whether you deleted the OS: Copy & Paste - in Windows Recovery Console or use Paragon rescue disk to recover data?
If this confirms the OS is deleted then skip to running Dell Factory Recovery from partition: Dell Restoring Your Computer´s Software to the Factory Settings
If this fails do a Clean Reinstall - Factory OEM Windows 7 - everything you need is in the blue link.
If your files are present when you browse in then rescue them if you want and proceed with the steps for Troubleshooting Windows 7 Failure to Boot
