I followed Ram test instructions. Both sticks seperatly I tested in two different slots (ones I used, when Win7 64 bit was running for a year with no problems).
In total it was four tests. 7 till 9 passes each. No errors!
I ran prime95 for several hours - no problems!
After all these tests seems my system and hardware is flawless, but still I can not ran win 7 64 bit properly!
Could you think of anything else?

Next I'd want to take the time needed to get a perfect Clean Reinstall using the lastest official installer and following the Best Practices based on countless thousands of these we have helped with here.
To make sure you get the cleanest slate I'd go the extra step of wiping the HD first with Diskpart Clean Command
Did everything as you said:
Cleaned disk via command prompt;
Downloaded Win7 64 bit SP1 from the source you recommended;
Burned the image file with Nero at the speed x4;
Tried to install - the same problem - it crashed and came up with error message:
"Windows cannot install required files. The file may be corrupt or missing. Make sure all files required for installation are available and restart the installation.
Error code: 0x80070570"
I have had this message before, but not every time, when I was re-installing win7 64 bit. Lately it seems coming up on every installation attempt.
Memory slots on the motherboard are paired up - two blue and two black. I have been using up till now only two blue slots, decided to use two black slots instead. Begining was promising, but then it crashed on installation and came up with error: 0xC0000005. Tried again and managed to install win 7 64 bit as I had many times before. Started to install programs, but it crashed and blue screen came up as many times before with errors:
STOP: 0x0000000A (0xFFFFFA80C8A4D118, 0x0000000000000002, 0x0000000000000001, 0xFFFFF800028DA6E0).
After all this again I had no problems of installing Win Vista 32 bit on the same disk and configuration of RAM sticks.
Is it motherboard or RAM or both?

I wouldn't use the Nero crapware, which is why a tool is provided in tutorial to burn your DVD.
Check to see if you have an EFI BIOS. Look at BIOS Boot order to see if there is an EFI Boot disk. If so you need to follow special steps to install 64 bit: UEFI (Unified Extensible Firmware Interface) - Install Windows 7 with - Windows 7 Forums
You can also remove EFI Boot disk from the listings there, enable Legacy BIOS if offered, then install normally to an MBR disk - wipe it to be sure. Installing Windows 7 on UEFI based computer - Ask the Core Team - Site Home - TechNet Blogs

If that fails try writing to USB stick using same tool.
Nothing worked from the sugestions you posted. Same problems all the time.
Decided to re-set CMOS. Struggled through several crashes and blue screens. Managed to install Win 7 64 bit and on this occasion it alowed me to install windows updates as well.
Still applications keep on crashing. Error messages appear for exaple:
"The instructionat 0xf13e2803 referenced memory at 0x00bf04d8. The memory could not be read."
While I was able to use Windows for a bit I managed to install ASUS PC diagnostics tool. It checked everything and tests passed with no problems, but couple of minutes later system crashed again.
Tried Win 7 32 bit. Unable to install even that anymore. I am down to Vista 32 bit. That one is still working... for now.
I dont know what to do.

I had a tip from different forum to try and install win 7 64 bit just with one 4GB stick and it worked!
Just i can not determin, where is a problem - motherboard, memory slots or sticks themselves?
