Unable to boot into Install USB

I'm trying to install Windows 7 downgrading from 8.1 (oem stock). I created a USB, and tried booting from the bios, but it just shows the bios logo again and boots into Windows 8. How can I make it boot into the install usb?

    Laptop is Toshiba C55-A5310

You'll need to take some special steps in Downgrade Windows 8 to Windows 7.

Be sure to write the flash stick with Rufus from Option 1 of UEFI Bootable USB Flash Drive - Create in Windows as there are file modifications for UEFI that must be done manually otherwise.

Be sure to delete all partitions during the booted Custom Clean Install Windows 7.

As this a OEM manufacturer's PC with Pre-installed Windows 8?

    1) Downgrade to Windows 7.

Warning you must have the UEFI/BIOS firmware setting in Step Three set.

Make sure you read the NOTE at Step three.

    2) If Using a USB Pen drive on a PC with a UEFI BIOS.
USB Pen drive need to be formatted to FAT32 as in
UEFI Bootable USB Flash Drive - Create in Windows
Take note of Step 11 for Windows 7.
Also you will need to use a USB 2.0 port, as there are no USB 3.0 drivers in Windows 7.

You will need to buy Windows 7.
