The slic2.1 table indicates the machine is entitled to run win7, you could use the dell recovery/installation media that was updated for skylake cpus.
Or you can use standard ms installation media. If using the ms media you would need to integrate a couple of things to it. That can be done using the gigabyte tool

get the win 7 nic drivers downloaded from the dell site and keep them somewhere you can get at - e.g. on a usb stick

If using the ms media skip entering a key during install, then run 7oeminstaller after you get to the desktop.
