I got mine fixxed!!!!!!

I was having the same issue with the Startup Repair loop. I had done a fresh install of Win7 X64 on to a Intel SSD. It installed just fine and the first reboot went straight into the OS ( all good so far). After installing the first round of update from MS it required a reboot; that is when the loop started. Everytime it rebooted I had to do the repair. After about 4 -5 attempts Windows finally booted to the desktop. At that point I looked on the Motherboard manufactures website and found that there was an update fort he BIOS. After updated the BIOS.....No more Repair loop. I have rebooted about 30 times since with no repair loop.
After doing that I remembered that I had to upgrade the BIOS on my work PC when I upgraded to Win7 Pro X86. My work computer was not experiencing the Repair loop, but was very slow and bogged down. Once I upgraded the BIOS all is well. I have been running Win7 at work since the release with no issues. BIOS still controls a lot apparently.
