With the dongle connected, can you check the device manager for any yellow error triangles

Everything seems OK there, gateway is there
can you post the ipconfig /all so it will show the dns servers etc

Strange - The adaptor shows auto configuration enabled and a preferred address, allocated but DHCP is off and there are no DNS servers allocated.
Assuming that you have an entry for the device in the adaptors section of the network and sharing centre,
go to the IPv4 settings and set the DHCP and DNS setting to automatic. if this works then all is well.
If not enter 74.86.171.210 into your browser and see if you get the forum appear
If you do, then set the DNS servers manually in the IPv4 settings
try 208.67.222.222 primary & 208.67.220.220 secondary
Ok your IP as shown relates to a meteor mobile broadband in Dublin- so that appears to check out ok :)
What security are you running (AV Firewall Etc)?, it could be that for some reason this is blocking access
If possible temporarily disable your firewall and see if this allows connection
You may need to disable your AV if you use a combination.
If this solves the issue we will need to open some ports to allow access with the security in place.
I'm running Eset NOD32 AV but no luck even when it is disabled
OK ESET is fully win7 compatible so there should not be any issue there
The only thing I can put this down to is the Driver for the dongle - the only real difference between a working and non working system is Vista against win7.
saying that, I had a similar issue with a T-Mobile dongle on win7 in January - I traced that to a clash with other software I re-installed win7 and installed the dongle to a clean system and it worked - you have already done this with the re-install, so that is not an option here.
I will see if there is any recent driver release for the dongle - meanwhile you could try giving the meteor help people a call or email , to maybe have them look at your options.
If you could post back with the full manufactures model number for the modem, that will help to trace a driver

I've d a trawl around the net looking at the driver situation for the Huawei E180, which is I assume the unit you have from Meteor, and there is mixed information. Meteor states that the modem is win7 compatible but posts on Huawei's forums and others are bemoaning the lack of drivers for win7
Is it possible to take the laptop and the dongle into a meteor retail store or similar for them to check ?
we're at the stage in diagnosis where substitution is the next step - though as the modem works in vista it should be OK.
One thing I haven't seen mentioned is the USB ports on the Sony - do other USB devices work? have you tried the dongle in all the available ports on the laptop?
