Apparently you are using x64 - 4gb mem. I only use IE8. need more info. trying to find if the MTU can be set differently. Most corruption if not by (rouge) AV. then it can be lost packets, due to MTU being set to high.
PS: Have you tested with only 2GB Memory?
A packet test can be :
orb -> cmd (run as admin) ping the ip
sample is: ping www.microsoft.com
this sends a 4 count (default) to MS and if you have any packet loss it will show you.

Please do not ping me - the responder will switch to redirect and that will mess up the count. Ping some big place or the IP where you are trying to get a movie or driver.

If it's not filetype-specific, and it all works when the same hardware boots into Vista, then obviously there's a link to the software running under Win7. It might be the NIC driver, though it's more likely to be the vestigal remains of some security utility (AV, anti-malware) which has presumably added itself to the list of safe mode boot modules.

A few troubleshooting approaches spring to mind:

1) Check for anything at all that is non-OS under the following registry key:

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\SafeBoot\Network

It controls what loads in [safe mode + boot]. If it's 3rd-party, time to be suspicious, especially if it's seemingly network related.

2) Test different apps which interface with the network stack at different levels, in an attemt to find out more based on which APIs are affected and which aren't:
  • Browsers: WININET (you've already tested these and it's "fail)
  • FTP clients: WINSOCK (test ftp.exe and 3rd-party FTP-only utilities)
  • Messenger: RTC (test file transfers through MSN or YIM or ...)
  • (Windows) Explorer: SMB (test file transfers to another Windows machine on the same network)
3) Go for the "shotgun" approach and attempt to reset the default stack settings without necessarily understanding the issue:
  • NETSH WINSOCK RESET
  • NETSH INTERFACE IPV4 RESET
This won't have any effect if the problem is caused by a kernel-mode driver.

4) As a test, borrow or buy another NIC with a completely different driver.

Hi to all,
today i have formatted my pc and installed vista, no problems.
i have formated again and installed win7 x86 without any driver or antivirus and the problem returns. i have also installed the x64 after another format and the result was the same.
something in windows 7 doesn't seem to work fine.

i have noticed something strange. when i made the tests from my work (where the internet is much faster) the problems seem to be much less, for example i have downloaded couple big zip files from rapidshare and only one of then became corrupt and i have downloaded only that file again and it was fine.

my conclusion is that the problem is occurring when you are at home or you have only 2 to 5 Mbps download speed connection.

Have ever ask DELL if they will supply the required updates so your Notebook will be Windows 7 compatible.
like Bios or drivers or what ever you need.
SORRY YOUR SYSTEM IS not WINDOWS 7 COMPATIBLE.

As i wrote before its not only my Dell its also many other Pc's, i have personally two computers one is with intel Core7 and all of the drivers is designed for Windows 7 (check with intel site) and still have the same problem.

This thread is indeed for solving problems - the original poster's problems, to be precise. I personally didn't notice the transition.

There is absolutely no reason to believe the root causes are the same in both cases. Hence, please consider starting your own thread so that your own unique environmental factors can be investigated, while this thread remains focused on the OP's issue.

Well, I figured that if you know your system is not win 7 Compatible, then it would be helping you... that measn the drivers set by Win7 might not work. so therefore you should be smart enough to get Vista Drivers, and install the Vista Drivers. Many people have problems and YES ea persons problems should be keep seperate. I your case, It makes NO Difference if all the INTEL drivers are for WIN7. Your mobo might have problems.
I have more than 1 computer, 1 also uses Intel Drivers, it is Win7 Compatible, I HAVE NO PROBLEMS with it.... I there fore think Due to your MOBO not being WIN7 Ready and your drivers is the MAJOR PROBLEM.
