All of them all set into full controls

Those pictures that you posted are from the C: drive which isn't correct, you also have the Security tab open which requires no adjustments. You want the C: Users folder. In most cases you do not want to make any adjustments to the Security tabs on either of those folders unless you are having a drive sharing problem.
So it's required to go into the Sharing tab of the C:>Users folder, not the C: drive itself. None of the standard User folders, Pictures, Music etc., will be sharable unless they are first shared with Everyone read/write permissions from the Users folder.
Right click the folder called Users at C:>Users then choose Properties, click the Sharing tab then the Advanced sharing button, put a check mark to share this folder then click the Permissions button and add check marks for access for Everyone read/write access as desired then hit the Apply button Ok etc.
Although this is typically the default setting for the Users folder.
Yes that is the one. Without that setting then no sharing is possible.
By default this setting should have already been set up correctly for sharing so it appears as if some one messed with this setting because there should have been no need to add Everyone. It's no wonder that sharing didn't work for you.
And for some reason your Admin account is missing as well, it is supposed to be there with the Everyone account.
Any idea how the built Admin account and the Everyone account was deleted because they should both be there by default?
At any rate the Admin setting needs to look like > Administrator (Users name-machine name\Administrators) You will need to add an account for this so you will need your User name and machine name for this.
Yes the everyone account is there still no success. How can I add Admin account?
You can add the Administrator account just like you did with the Everyone account.
After hitting the Add button Instead of typing Everyone
type> example> Administrator (RobsPC\Administrator) Needs to be you're name there.
Then add the check marks for full permissions. Needs to look like the picture below.
With both of these accounts missing I'd say the odds are good that someone messed this system up pretty badly.
