    Reenable the BIOS setting again. Sometimes, you need to toggle settings in order for them to be recognised.

    Success. Although the Gaming Plan is/was missing.
    For gaming should CIE be enabled?

    Leave it enabled. Now follow Custom Power Plan - Create or Delete and create a power plan that you can use whilst gaming. As you will require maximum performance, I suggest that you start with the High Performance plan and use those settings as a basis for your custom plan.
