The SSD will only come into play if your User/Appdata folder is still on it.
Where do the icons come from that get pushed into the database?
I have the Control Panel set to show as a menu in the Start Menu. That is where I see the largest delay in painting the icons. But this only happens once per restart and that is as expected. It also happens in less than a second or two. Nothing near 5 seconds.
Subsequent openings of that same Control Panel menu do not show the icons being "built" - if that is the correct term.
Most of the icons for the Control Panel are inside exes or dlls that would be on the SSD - right? I'm really asking - I've never worked with an SSD or read about setting them up. I'm operating on assumptions here.
Where is the location of the cache database?
That folder and all other system files are in my SSD.
Oh you mean you experience the same problem as mine? I also notice the "paint delay" in my start ONCE ONLY every after restart. You say that's normal?
The icon cache is in c:\users\[your name]\AppData\Local. It is a hidden file called IconCache.db
In my opinion, you are presently chasing butterflies. Fun but bringing us any closer to a resolution.
Please make a fresh run of sfc /scannow and attach sfcdetails.txt

sfc gives you a clean bill of health.
this leaves us with:
1. some wonder program is causing the problem,
2. too many programs running in background and/or at startup time,
3. malware.
The least effort for you is to follow the procedure I give, more work for me but easy for you.
