I tried using CCEnhancer and found out my brain isn't enhanced enough to handle it.
I use Ccleaner with default settings. I do verify what it is going to remove or clean before I allow it to do its work.
When in doubt don't remove it. You will have to do a little research and find out what something is and decide whether you want it remove it or not. Ccleaner is like any other tool. You should learn how to use it.
I have used it for years and did a lot of tinkering with it and found that I seldom have to use anything except default settings.

The problems you describe appear to be system damage already done. I would run SFC /SCANNOW Command.
