Hmm, maybe WinDirStat is not showing System Volume Information folder.

    One possibility - What's your anti-virus? Avast?

Unhide Protected System files from folder options and see if WinDirStat will show a better result.

Do you really have a 320GB Program Files?

In the WinDirStat menu click Options, and make sure Show Unknown is checked.
If you have space used for <Unknown>, try Wiztree and see if it can list these files.
They have a portable version, no install needed.
Antibody Software - WizTree finds the files and folders using the most disk space on your hard drive

    No, don't mess with them.

You didn't answer question about antivirus? Avast or no?

    Also check this:
Start Menu - Computer (right click) - Properties
    System Protection - Configure

What is the Max Usage %?

    Do you use Avast ?
Avast can cause problems and set System Restore to 50% disk usage.
Check how much space you use for System Restore.

Ok, default is 10%. Adjust it to whatever you want.

    Restart PC.
Check System Restore again and create a manual system restore.
    run cmd: vssadmin list shadowstorage

Maybe you need to delete restore points first and then try and set it to 10%.
    Give that a try.
