yes it shuts down immediately if i hit the force shut down. If i dont hit force shutdown it will only take a couple seconds for it to close the phantom program

Have you tried disabling AV or other open apps to see which one is the offending app?

this also happens the second i load windows. I got a new drive and loaded the OS and this problem was there from the beginning. even when there were no programs loaded on it.

These issues can also be troubleshot by checking the Performance-Diagnostics log for what is hanging or slow to shutdown. Click through WEI score at Control Panel>System and select Advanced Tools. You can generate a System health report there that is revealing, too.

just tried the clean boot and it still takes a long time to sleep. What is the normal time for the computer to sleep once the button has been pressed?
Question... Is it going to sleep or is it Hibernating?

When going into hibernation your system has to write your memory to disk, per your specs, you have 8gb of memory in there... it's going to take a while. (and it's going to use about 8gb of disk space too)

Try disabling hibernation (in power settings) and using conventional standby for your sleep mode... See what happens....
