I have SpywareBlaster, and MBAM(free), but I use MSE, I'm not familiar with Panda Cloud.
Do you still have the PD12.5 downloaded file? Try turning off the Panda Cloud, then try to install PD12.5.

I no longer use Perfect Disk for boot-time System file defrag since Puran seems to work better and offers a Disk Check in the run options. You might want to try that.
I would not ignore SFC failing to run. Try running it from System Recovery Options Command Line: SFC -SCANNOW Run in Command Prompt at Boot.
If this fails I would consider a Repair Install. I would also not use the suspect software again, especially because there is better freeware now available to do all that it does.
In step 5 is that the drive where my operating system is (C) for the DVD drive I'm booting From (D)?
It should locate your Win7 installation and give the letter seen for it from Repair, which might not be the same as in Windows. But it should be recognizable by name and size, especially if you have only one installed OS.
I tried the command prompt from thw disk and it says I had an error pending to restart and run sfc again.... I did it 7 times and still get the same message.
In that case run Startup Repair from System Recovery Options to resolve the pending repair.
If SFC will not run then you may need to back up your files and Repair Install as that is serious corruption.
You can also check the logs and other System Resources for clues, establish a clean boot while seeing if PD left any listings in msconfig, as it sometimes will leave behind services which are running at the time of uninstall: troubleshooting steps
