Why would paint open a new window when I click the new option? I have two antivirus programs installed and no threats are found.

When did you start having Paint issues?
Well looking at your system specs reveals nothing.
Why do you have 2 Antivirus programs running. Do you wish to have problems with your computer?
Antivirus programs do not usually play well together, and running two at the same time will often lead to one singling out the other as a virus, or in some cases, even cause file corruption.

Some security programs work together, such as:
Avast Free
Malwarebytes Anti-Exploit
Malwares Anti-Ransomware
AVG
Malwarebytes Premium
etc
Try disabling or uninstalling one of your AVs
You might have corrupt system files
Then copy and paste sfc /scannow into Administrative CMD or
Download SFC SCANNOW.bat from my OneDrive, right-click > run as administrator.
Reboot
Try Paint
