.NET Framework 4.8 Standalone Installer will not install.

I recently had a need to do a clean re-install of Windows 7 Pro on a Dell 7010 PC and need to re-install .NET Framework 4.8 using the Standalone Installer however the install starts but fails before completion. See image attached for details.
Is there a way to fix this?
    Thanks.

After clean-install Windows 7, if need to activate, to add new apps, to upgrade net4.8, , ,
you have to update hotfixes first.

An easy way is to run Simplix. Then you can do Windows 7 activation, net4.8 install, , ,
