Welcome Jenn to the windows 7 forums.
A system restore will not remove the malware or virus that is installed on your computer.
The best and recommended method is to use an Anti-Virus product along with a free program called malwarebytes.

I've tried many anti spy/malware progams but I can't get rid of a nasty spyware/virus program on my laptop so that's why I want to reinstall Win7 but don't know how to do this.

Follow these steps: Reinstalling Windows 7
First you will have to delete your restore points because your virus is there as well. Just turn off system restore for your drives. You can turn them back on later.
Download combofix from HERE and follow the directions. After combofix has repaired your computer run a full scan with Malwarebytes.
Ok thx, this I understand now.
Now I want to reinstall Win7 somehow, I see that there's a licence code on the back of my laptop, can I use that?

If something should go wrong, a 'dirty' restore point to return to is better than none at all. Leave system restore alone until you know your computer is clean, then create a new restore point. (which will wipe all old ones out)
Do NOT use Combofix unless you have been trained in how to use it. It can very easly leave a machine useless.
If you KNOW you have a clean restore point, you can use it.
I have rescued several systems with Nasty infections by turning back the clock to BEFORE the infection occurred.
