IE11 wants to save web page instead of opening it.

When I try to open IE11 a dialogue box pops up asking if I want to save the web page. When I click it or cancel it IE closes. This also happens in other programs such as Foxit Reader but I can still access the program after I close the boxes. One program (H&R Blck Tax 2014) pops up the box and I save or cancel and the program stays open but the page is blank. I've tried all flavors of fixes I know and then some. Anybody have some ideas as to what might be causing this?

    Thanks

    Hi and welcome to SevenForums,
First thought would be to use the link and exe file type restore reg files see what happens,
Default File Type Associations - Restore

You might need to do this using clean boot or safe mode with networking to download the reg files ?
    Use Clean boot,
    https://www.sevenforums.com/tutorials/179159-troubleshoot-application-conflicts-performing-clean-startup.html

    Safe mode with networking,
Shut down your machine, Unplug-Hold the power button down for 30/45 seconds (Power Drain)
Power up and Tap the F8 key continuously until you see a black page with white text,
Use the down arrow key to toggle to safe mode with networking/ hit the enter key.
    Login as usual
    Other advanced methods,

    Dear Thrashzone

Thanks for the reply, I appreciate it. As far as a clean boot I've already tried that as well as sfc /scannow, rebuilt windows installer, permissions, and a few others that might cause it with no success. Checking the events log didn't show anything linked to it.(as far as I know) Usually I can google a problem to fix it but this one has me stumped. The first time this occurred was about 6 months ago probably after a windows update, installing or uninstalling a program, or something else that corrupted a file of some type. The only event log that coincides with that time is DistributedCOM 10016 warning. I'm good with windows (almost 20yrs) but not that good, do you think that could be the problem?

    Hi,
Did you try the file type restore for those file types ?
I don't see any scan results did you run them ?

Have you removed and replace what ever shortcuts to ie and any other program that has the same issue ?

Add the Run box to the Start menu list,
    https://www.sevenforums.com/tutorials/559-start-menu-add-run-button.html
Open the Run command and Paste this into it and Okay,
    "C:\Program Files\Internet Explorer\iexplore.exe" -extoff
Or just pin this to the taskbar or desktop,
    "C:\Program Files\Internet Explorer\iexplore.exe"

    Hi Thrashzone

Sorry for the delay replying back, got busy. To help you out I ran tweaking.com program before I posted and ran them 1 at a time to see if I could narrow the culprit down with no luck. It's helped me before but not this time. I've uninstalled IE11 and shut it off still nothing. Firefox still works fine but the programs that link to a web page are the ones that seem to have the problem and some of them are .msi programs. Could this be a networking problem?

    Thanks

    Hi Thrashzone

As per your last reply, no success with that either. Even in safe mode and clean boot it still does it. Is there a particular scan or log I can post for you?

    Thanks

    Hi,
Yea please post your msconfig startup and services page,
Please don't forget to check the box to hide Microsoft services first,

Review Jacee’s instructions to run Adwcleaner here post #7,

Screen shot of the download button to use for Adwcleaner
You can use these free tools to see if they find anything,
Manually Update them before running full scans,
Try not to use your computer while the scans are running, (one at a time of course).
See this tutorial on how to download and run Malwarebytes,
    https://www.sevenforums.com/tutorials/338716-malwarebytes-anti-malware-free.html
Also use the Custom scan option not the Threat scan,

Please Do Not clean/ Delete or Remove Any detections before posting the scan results first before review especially Malwarebytes,

    Hi Thrashzone

Before I posted on here I had already ran Malwarebites. I also ran all the ones you requested. Nothing malicious was found except for a few PUP entries. I have the logs if you would like to view them.

    Images you asked for.

    Part 2

The scan logs. SAS isn't included because it only had 3 copies of what Malwarebites had found.
