by saying install patcher I mean running the Universal Patcher Theme, then it has three choices, I and patch option the right, I patch all three of them, then restart computer.

If you have to patch a Windows system driver to make a theme work and it doesn't, I suspect there's a problem with the theme or the patch. You may want to take that up with the provider of the theme. I'll put in a request for someone to look in on this. Perhaps they can help.
First, I would start with this,
SFC /SCANNOW Command - System File Checker
Let us know what the outcome was, did it find and fix files.
Since we are dealing with visual themes here, it would help if you posted screenshots of what you get when applying the themes,
Screenshots and Files - Upload and Post in Seven Forums
Personally, I'm not a fan of the theme patcher method although it should still work. I use this method,
Enabling Custom Themes - Windows 7
Which only installs a service to allow third party themes.
I'll give those themes you linked a try to see if they work for me.
I don't see a link Stephanie, will that work with the themes the OP posted?
