windows 7 ultimate sp1

everything works normal but

blank windows features on off
blank installed updates
sfc /scannow gives "Windows Resource Protection could not perform the requested operation"

i tried repairing from windows installation disk
i tried chkdsk /r
i have no restore point
expert advice please (i dont want to reinstall windows)
