1080P not displaying full screen

Hello, so i got the Acer H233H 23 inch monitor and from day one i noticed my 4870 could not make it 1920x1080 full screen. for some odd reason it was letterboxed. like there were black lines across the top/bottom and the sides making it smaller. i thought it was my 4870 and several months later i got my 5850 and same problem. i looked online and it keeps saying this monitor is a 16:9 and it supports full 1080p. One day out of random i got it to work on Vista but then i installed Win 7 and it went back to same problems. ahh any help here? i cant seem to find any drivers for my monitor. besides that issue everything else is fine. EVERY 16:9 format does this but not 16:10 formats. multiple sites say this 16:9 so idk wtf. HOW DO I GET IT BACK (sniffle)
(yes my drivers are all up to date)

A couple questions:

What connection are you using between the PC and the monitor? (I'd suggest DVI, although the HDMI might be good also. Digital - the best way to go.)

Do you have the .inf file for the monitor installed, or is it showing up as a generic VGA device?
