2 Problems after upgrading graphics card

My new Graphics card: Galaxy 250 GTS 512MB
Overclocking? No, not atm. Tested and happens under-clocked and super-clocked
MY MONITOR: HP 2009m
Latest drivers: Yes! For both graphics card and Motherboard!

PROBLEMS:
1. When I play games, the screen sorta has flickering, dull lines on it. SUPER annoying!
2. On-screen text is sorta "dull". It looks like your one level below the highest resolution or you just installed windows 7 and your graphic card has no drivers. Its not at 800x600, but its at something around 1070x726 or something like that. But Im running at a native resolution.

NOTES:
I still get extremely good FPS. Left 4 Dead 2: Highest resolution, extremely high quality, 16xAA, 16xAF, 60 FPS average.

My PSU is 700W

Temperatures are great! It has NOTHING to do with heating issues. Ive never gone over 65C, even when Im super-clocked playing Crysis in the highest resolution and very high everything!

What could be the problems here?

Work back in drivers. I'm betting it's a driver issue, though could be wrong =P I'd try that or see if it's not getting allong with your monitor. I mean they should play nice but who knows.

A 60 FPS Avrage? wow, coz the best graphics card on the market did 40 FPS in Dirt 2. So...
Well anyway, have you tried any other OS? Ubuntu Home Page | Ubuntu Download a live cd, burn it, run it, and select "try ubuntu" or something like that (you dont need to install, altho i recommend dual booting) and see if the problem persists.

Seriously W7 is usually pretty good.
I'd almost bet a million Dollars to a Bucket full of Horse SH--E that the problem might also lie in the Motherboards Chipset.

Download the latest Chipset drivers for your MOBO from Intel / AMD depending on the chipset.

This should fix any outstanding Video problems and also enable 3D as well if it isn't currently working.

What monitor are you using, I notice mine did the same thing if i happened to lower my res to 1900 x 1080 then i noticed my monitor has video scaling that I had to change to 1:1. Could be the problem your experiencing.

Where can I find this "Scaling" option?
Im running at the highest resolution my monitor supports!
Video and MOBO Drivers are up-to-date!

You can really see the "Dull Text" problem in Malwarebytes anti-malware. Its awful! You can barley read it because its just so blurred out and dull. I think im about to uninstall my 250 GTS and switch back to my crappy 9100 that cant even play LFD2 on lowest settings without lag!

I just opened up the menu on my monitor and hit "Auto-Adjustment" and every problem I had went away...

NO MORE LINES IN GAMES AND TEXT LOOKS PERFECT!
