2 routers Please Help

Hey Guys

I have 2 routers, I have 2 phone line port things, 1 upstairs, 1 downstairs. I want to use the one upstairs while the one downstairs is turned off. Problem is whenever the DSL cable is plugged in on the one downstairs the upstairs ones DSL and internet light dont go solid and therefore I cant use it.

However when the DSL line is out of the one downstairs the upstairs one works fine.

thats what I always tell people :D. Thing is my problem is pretty strange. Sometimes the 2nd router works with the other routers DSL wire in but sometimes it doesnt ?
