2052 & 2503 Errors when attempting to Install or Uninstall programs

I have a Windows 7 Professional, 32-Bit Panasonic Toughbook CF-53 Laptop. When attempting to uninstall or install programs I receive a 2502 or 2503 error message. I have made certain that I have permissions set correctly for the Admin User, I've attempted numerous "fixes" that are listed on the internet, but nothing works. I am mostly concerned with installing TurboTax 2017, but would also like to uninstall a few unneeded programs. I am running Windows 7 Build 7601 with SP 1 with all of the current updates.

I have attempted both of these Methods with no success:

Method 1
Unregister Windows Installer, and then reregister Windows Installer. To do this, follow these steps:

1. On the "Start" menu, click "Run.

2. In the "Open" box, type "msiexec /unreg", and then press ENTER.

3. On the "Start" menu, click "Run".

4. In the "Open" box, type "msiexec /regserver", and then press ENTER.

Method 2

Check permissions within the Installer folder. To do this, follow these steps.

1. Click on Start and in the Start Search bar > type in > c: /windows/installer.

2. Right click on c: /windows/installer at the top under programs and click properties.

3. Click on the security tab > Verify if System and Administrator account has Full access permissions.

4. The Everyone account should have read and execute permissions, List Folder Contents, and Read.

This is a long shot but worth trying:

1. Click START and type CMD.
2. Right click on CMD and select RUN AS ADMINISTRATOR.
3. Type TASKMGR and press ENTER.
4. Click the PROCESSES tab.
5. Right click EXPLORER.EXE.
6. Click END PROCESS.
7. Click FILE, NEW-TASK (...RUN).
8. Enter EXPLORER.EXE and click OK.
9. If the program is on your computer double click it and see if it installs.

EDIT:

Forgot to mention, if a box appears at step 7 that says "Create this task with administrative privileges" then TICK it.

Paul, I tried this and it doesn't work either. I'm wondering if there's a problem with Windows 7 OS. I can't uninstall anything either. ?????

The date and time are correct. Any suggestions other than reinstalling the OS?

Try rebooting into Safe Mode with Networking, and then doing the installs and uninstalls from within Safe Mode.

I use Samba to share my data drive with the other computers at my house and with my guest session in VMWare Workstation Player.
I tried that multiple times and received an error message while attempting to install TurboTax (Oops! We need to try thet install again. Software installations can sometimes hit a snag (it wasn't us, we promise). Try again and we'll see if we can fix the problem. Error Code: 1601 (Windows Installer is not accessible) - This error occurred several times in Safe Mode with Networking.

TurboTax 2017 Utility - 2017.1.0.22 says it "repaird" Fix File & Folder, Fix Reigstry Permissions, Toggle Windows Installer, and Fix .NET Framework 4.5.2 - However, it still wouldn't install after multiple attempts in Safe Mode with Networking.

Have we established whether the uninstall and install has ever worked properly. If so when did things go wrong and can you remember what you did immediately before the failure?
I see that you are running Win 7 Professional, did the laptop come with this OS pre installed?

Hello! The laptop came with this OS and it worked fine until about 2 weeks ago when I started having problems uninstalling software. Until then, it worked beautifully.

Uninstall all Windows updates, starting from the newest and working backward, until you have uninstalled all updates which cover the time period that this problem has existed. Reboot and try the install again.

I uninstalled the ones that I was allowed to uninstall. Some of them did not have the option to uninistall. I then attempted to reinstall TurboTax 2017 or uninstall a program. I still get the 2502 error code.

Have you a list of the updates that you say you were not allowed to uninstall? What happened when you highlighted one of the updates and then clicked the uninstall option?

You might be able to uninstall them when you are in Safe Mode.

I was unable to uninstall the Microsoft .NET Framework updates.

The error message code was 0x80070643 "fatal error during installation"

I tried uninstalling in Safe Mode as well.
