35 Language OS or just inputting?

Does the 35 language capacity of Ultimate allow one to shift OSs into another language system (say Japanese) to run software that does not run on the default English system? Or is it just inputting, which is something XP had from the start? And if it allows the OS shift, is a reboot always necessary for that?

As far as I understand it, it is just imputing and display. It would require a lot more than a language pack to "shift" to a different OS...

Then why advertise "35 languages" as a special trieat of the Ultimate, when I can already do that in XP (and I assume in the other versions of Win 7 as well)?
