The rest is probably being used by shared video memory. It is such a tiny amount I wouldnt worry about it.

First since it is a win 8 issue it should be asked at our sister site, eightforums.com Second if the difference is only 256 Mb it is so tiny as to be statistically inconsequential. There is probably a different video driver on win 8 than there is on win 7.
