7 Not Changing User Permissions

I've been trying to allow various programs access to my other HDDs/Partitions and every time I change the settings and click OK windows immediately forgets the changes.

I've tried r-clicking a HDD -> Properties -> Security and changing from "Everyone" to "Administrators(**-PC\Administrators)". When I do this all the little check boxes below switch to Allow like they should. Apply never becomes lit so I can only click OK or Cancel. I click OK thinking my file permissions are now changed but I still do not have permission. When I repeat the process to make sure windows accepted my changes I see it hasn't and goes back to only having the 3 below checked:

Read & Execute
List folder contents
Read


I've tried this with individual folders on a given HDD too to no avail.
Restarting the computer after making changes does nothing.

Thoughts?

Im a bit confused. are you just trying to enable sharing? If so it need to be done in advanced sharing.

Eventually I'll enable sharing for other computers to use my files. Right now I'm looking to be able to let programs on my current computer edit my files.

For example, iTunes cannot edit info of songs that are stored on any drive except C:\. When exporting My Movies 3 database I cannot just write over the current file, I have to create a new one. The Pics below are what I'm talking about.

The left pic which has the "Everyone" group selected for file permissions is what windows 7 currently has set for every Drive I have. I want it to look like the right pic which is set to some sort of Administrator privilege. However, when I select "Administrator" it changes all the permissions like I want but doesn't allow me to "Apply" these settings. I can only click "OK". After I click "OK" if I were to navigate to that screen again it would be look like the left pic again.
