8 MINUTES 15 SECONDS in Starting Windows Screen

It is taking 8 MINUTES 15 SECONDS in Starting Windows Screen.
I have run Chkdsk on all partitions and it found errors and fixed them.
Running it again and it boots to chkdsk but it takes that amount of time to get there.

I have run virus chks, looked at what is in startup, run an error chk on full HDD and chkdsk.
Nothing except chkdsk errors the first time.

It also takes 3 MINUTES to shutdown when fully booted.
WHAT is it doing in that starting windows time???????
Where to look next?????????

Have you run msconfig and look in the start up tab to see what you have starting up on you computer?
As far as shutting it down just make sure all you programs that you just used are closed then shut it down.

I only have one program showing on start up and it fires up very quickly and I don't have an SSD drive.

it is showing the starting window for 9 minutes.
I have used WHATSINSTARTUP and found nothing significant to cause delay.
My theory was either errors on the hdd or bad hardware.
There were some errors chkdsk fixed but not sever enough to cause the delay.
I think I have determined that bad hw is the issue, specifically the ASMedia USB3 h/w.
I have tried reinstalling the driver, uninstalling and deleting the files then reinstalling. Either way the drvr setup won't even run after I give it permission to. After I deleted it and rebooted, it booted normally and tried to install the driver but could not. After that it is back to 9 minutes. Otherwise computer runs fine.
Device manage does show the correct hwid so it is talking to something.
So the question is - how does defective hw cause the drvr setup program to not even run???

What happens if you boot in safe mode?
Have you ran a malware scan? You can download a free trial of Malwarebytes
You mentioned an error on the hard drive and checkdisk was running and it fixed it?

It does seem your slow start is caused by the AS Media USB3 h/w. This must be causing some conflicts with Windows on start up.
This MS website may help you, with the ASMedia USB3 h/w. Although it applies to Windows 8, there is one reply talking about uninstalling & not installing the charger section.
