9C59 error for IE 10 update on x64

I got handed a machine suffering from the dreaded 9C59 error when trying to install IE 10 via windows update. Looks like it may have been that way for a few months now. When I got it, no other updates were available except for IE10, even after a forced check.

Not quite a 7 machine though (2008 R2 SP1, but 7 x64 is basically the same family so I figured it was worth a shot asking here)

Dell Vostro 430
8GB
Nvidia GeForce310

2008R2SP1 (japanese)
McAfee Enterprise 8.7.0i
Currently IE9


SURT is clean
SFC says I'm okay...
Offline IE 10 installer fails
IE9 uninstall fails

IE install log shows it failing at the IE10-neutral.extracted.cab or IE10-neutral.downloaded.cab point saying it can't find the file specified.

If push comes to shove I think I should be able to remove McAfee, but there are similar machines that also have McAfee and they have IE10.

You may find that DAEMON Tools are the problem - they are known to have issues at times, and this may be one of them.

Uninstalled citrix,daemontools,and McAfee, ran the separate McAfee uninstaller app, restarted a few times, then ran both the WU installer and standalone installer, but IE10 still fails with the same error. About the only thing remaining I would immediately suspect is a tortiseSVN install.


Edit:

Uninstalled tortiseSVN but that didn't help either.

CheckSur is clean, SFC reports okay but CBS is still reporting missing packages from KB976933 (the french part and the neutral part, but that seems to be a common error in this situation). I extracted out the KB976933 cabs from the SP1 installer, but running DISM to forcefully add them didn't get me anywhere.

I am starting to get the impression that perhaps this PC was either installed from SP1 media or someone already swept out all the SP stuff and removed the recovery points.

Should I hold out any hope, or start fishing for an install ISO to burn and commit to an in-place "repair" upgrade? The repair upgrade should revert the update state back to SP1 clean without destroying apps/data, right?
