A good audio cd burning app
I need an audio cd burning app that takes audio from videos and audios, supports cd-text, saving project,
and normalization and burns audio cd. Not NCH Express Burn app.

I'm not an audio expert but I've heard a lot of people say that the free program called Audacity offers a wide range of features. Perhaps it can help you achieve your desired results. If not, I apologize for wasting your time and hopefully others will jump in with other suggestions.

Audacity isn't a burner, but the most commonly recommended burners I hear about are CD Burner XP and ImgBurn.
I do not know if they support every one of the features you list.
I use ImgBurn. I don't care about CD text and am suspicious of normalization, although I think ImgBurn supports it.

I use both CD Burner XP and ImgBurn and I am satisfied with both, and both are free.
One caveat to ImgBurn, though. The installer will install a load of crapware if you aren't careful. Pay close attention when installing it.
