EDIT: if not under "dell dock" then just try dock if you are not using a Dell

The Win7 taskbar is a stationary dock itself. You can pin any program/app to it and benefit from right click History as well as pop-up thumbnails of all open windows within that program which can be selected or closed.

The only extra feature I see in the Apple-like RocketDock is that the items jump out at you when you highlight them which I find completely useless and annoying, making Windows 7's adaptation literally more stable by comparison.
