this is getting to be ridiculous! I am just at the point where I can not do anythng with my computer except for simple surfing and emails. Whenever I try to install new programs or update the ones already installed ... I am denied. And lately I have noticed that the programs that used to work flawlessly are now not being able to do its own online contacts for automatic updating, apparently being cut off from their ports, etc.
Used to be able to install them in Safe Mode with networking but that had been cut off also.
I am using a Windows 7 Home Premium 64 bit in a HP laptop and am the sole user. Looking over older posts on this subject, I tried installing an Administrator account with its own password and it does not do anything.
Needless for me to say this ,,, I do find this aggravating!
Please help!

Sounds like you've been hit by malware.
Try running ESET on-line, dissable any other AV you have
(run via IE as you cannot download)

Went online and tried to do online scan.
a download box popped up and downloaded it.
tried to run it as an administrator
As feared
"A required privilege is not held by the client"

BTW ran several other anti malwares and they found nothing

I'd cut to the chase and transfer your files asap
Might even do it while booting to the recovery media and not inside windows

Afterwards just clean install,
There are essentially 3 updates needed for a clean install of windows that will get you updated through April of 2016

KB3020369 & KB3172605 & KB3125574 all can be downloaded from the M$ catalog using internet explorer

To manually install them you will need to ensure the built in windows update service is stopped and disabled first or it will conflict with the stand alone installer.

I am not sure it will help in your case.

Have you try to locate the Administrator account to get access.

Enable the (Hidden) Administrator Account on Windows 7, 8, or 10

If you are locked out from doing anything, and always point to someone or something had added the password to the Administrator account.

Firstly, who did the actual installation on your computer.

This come into my mind as i bought a laptop, and refused me to make any changes, such as to swap HDD.
I thought that the seller had did a locked for any changes to the laptop.
Went back to the shop, but he said no lock, after seeing the error screen.

If its a laptop, reboot Start tapping F11 immediatly, select factory reset, after following Thrashzone's comment re Backing-up data.

note before you re-install your personnel data scan it FIRST.

did get the growser working after I deleted the button that was on my tray and used the firefox.exe icon in the program files folder and it worked!
But alas only for a week it is back again and is unusable now
guess I will have to save all of my files and clean install over again
but dang it I am going to lose a lot of my programs oh well

It's a lot easier to clean install these days with the unofficial sp2

When manually installing updates you need to switch your update settings to Never check for updates and restart the machine first.

After restart you will need to ensure the built in windows update service is stopped and set to manual first too or it will conflict with the stand alone installer.

Afterwards reset the windows updates service to what it was before and update settings to your preference and check for updates
Should be only 50 or so updates left to install.

I need to let you all know what's happening
due to my not being that willing to lose the programs I have now, I tried to give it one more shot with the eset scan and this time, it did work. after about 27 hours of scan, it did find one threat. I do no know if it was completed or fixed or whatever as the whole thing was blank when I came back to it. those of you with experience with the free eset scan please tell me if this is normal and what does this mean?

ran sfc /scannow again several more times and it did find some damages and have fixed some it is refusing me access to the CBS.log so I do not know
I am pretty much on my last few efforts before I just go ahead and do a clean install.
